BLAKE3 Capsule Sealing

Every agent output is sealed as a RAS capsule. BLAKE3 hash + timestamp + agent identity + payload schema. 14-point integrity scoring. OctaGuard T0–T7 access enforcement.

D-KaP WORM Chain

All capsule seals anchor to the D-KaP SHA-256 + PHI hash chain. Genesis seal: 437EC394E97ACCE9. Base L2 on-chain anchoring per compliance event. SEC 17a-4 7-year retention.
